Clarkesville Council to Review Grants, Drought Update at April 27 Work Session

The City of Clarkesville will hold a council work session Monday, April 27, with discussions ranging from grant opportunities to drought conditions and employee support programs.

The meeting is scheduled for 5 p.m. and will begin with a call to order, followed by a review of unfinished business, including a monthly grants update.

Grant Projects and Funding Opportunities

City officials are expected to provide updates on several ongoing grant efforts, including an application submitted to the Georgia Transportation Infrastructure Bank. The proposal focuses on restoring the downtown square, adding green space, and leveraging a combination of grant funding, loans, and local contributions.

The city is also pursuing funding through the Georgia Council for the Arts’ Red Clay Creative Cohort program, which could provide support for local art initiatives and connect Clarkesville to a broader statewide network.

Additional grant research and funding initiatives remain ongoing, according to the agenda materials.

Drought Conditions and Water Conservation

Council members will receive an update on current drought conditions and the state’s response framework. The discussion is expected to cover water conservation guidelines and potential measures that could be implemented if conditions worsen.

Georgia law outlines three levels of drought response, ranging from public awareness campaigns to strict outdoor watering restrictions and conservation mandates. Officials will review how those measures could affect local residents and water systems if triggered.

Employee Assistance Program Under Consideration

The council will also discuss a potential Employee Assistance Program (EAP) for city employees and volunteer first responders.

The proposed program would provide 24/7 access to confidential counseling, financial and legal consultations, and work-life support services. It would also include digital wellness tools and optional on-site crisis response services following traumatic incidents.

According to the agenda, the program would cost approximately $1.85 per employee or volunteer per month.

Additional topics include discussion of a bicentennial trailer and time for open discussion and public comment.

Council members may also enter executive session to discuss or authorize negotiations related to the purchase, sale, or lease of property, as permitted under Georgia law.

The meeting will conclude with adjournment following any final actions.
